dstahl, one of the STO developers had this to say:

discussions are underway to revamp the look and feel of sectors and rework those wonky star cluster sectors to be more interesting. It is a personal goal to improve the exploration sectors and content in the near future.

From my own expirience, destroying those hubs actually works.

If you look closely to what your tactical officer tells you right after all the nodes are scanned, you’ll see that you have to be fast. Apparently there are Klingons who want to get their hands on the borg technology.

That would also explain why it’s in the Neutral Zone – Klingons and Federation players have different goals. Klingons need to salvage the technology, Federation players need to destroy it. So when you’re fast with destroying the hubs, you’re gonna win.

Oh man don’t even get me started on this mission – the local chat just turns into loads of ‘HULKS ARE NOT HUBS’ and so on messages :(

Then you’ll get like 3/4 of the hulks, and some noob will blow up a hub and we all lose – I must’ve spent about 2 hours on it over all, and have no given up :)
