If you look closely to what your tactical officer tells you right after all the nodes are scanned, you'll see that you have to be fast. Apparently there are Klingons who want to get their hands on the borg technology. That would also explain why it's in the Neutral Zone - Klingons and Federation players have different goals. Klingons need to salvage the technology, Federation players need to destroy it. So when you're fast with destroying the hubs, you're gonna win. From my own expirience, destroying those hubs actually works.
